Hello
Today I have decided to rebuild Quad AC5 Cataphract 4X after 3+ weeks of playing nothing but Atlai and I remember well that you could just chain fire them like butter but now they are getting stuck for 1-2 seconds after each rotation so I have to manually pause before firing next salvo. I even have that 10% faster weapon cooldown upgrade but it doesn't seem to do anything.
Is this a known issue or did I miss something?

Well, if it's AC5 boat, make two weapon groups and chainfire both of em. Yet you will have to press two buttons

I just used the chain-fire toggle..
It was like a UAC5 that never ever jammed...

I've actually had this problem, however, for me the actual problem was bandwidth. I was downloading a rather large file and somehow it was messing up the fire rate just on my ac/5 cataphract, I checked other mechs and chain fired everything from lasers to missiles, only the ac/5's did that weird out of sync hesitation/stutter thing. When I stopped the background download the problem fixed itself though.

Better not be a quad AC/5 nerf, I plan on running a build like for this for the Jagermech when it's released.

Trust me. It's not. Unless you're suggesting that all 4 of them, all 32 tons worth of them, are equal to a single UAC5. In that case you actually get a marginal increase is DPS... for a mere 23 tons!
In all seriousness, if you're going to run that build (I'm not fond of it, but to each their own) you'd be better of sticking with group-fired single shots, unless your goal is specifically screen-shake, which isn't good enough on the AC5 to do much. Chain-firing dilutes the focused damage that is the primary advantage of ballistic weapons and you don't gain any DPS at all. If you prefer consistent fire over focused damage, you'd actualy be better of with 4xAC2, which would actually give you a higher DPS. Not that I recommend 4xAC2 since they adjusted screen-shake.
