I know people should avoid crossing firing lanes.
Also, the heat is applied over the duration of the shot (or at least it should be) and so by canceling the shot, you cancel the heat generated.

The duration is 2sec right now I think and the cycle starts when the laser fire ends so.....
The cycle time can begin 2 sec after the weapon first fires, or the cycle time can start when the laser stops firing.
If you go the first route, the dps value is reduced on the weapon but if you go with the second, the damage you do that burst is reduced but your dps remains unchanged.

I usually bind the big punch to my Q key. Only having to push it once to make the thing go is nice.

For example when i run my stalker with 4 large lasers i usually put them in chainfire
This way each time i tap my fire button i release one laser shot. If i want to alpha i simply need to click 4 times in a row fast.
This feels very good for me and is great for managing heat while not having to use a second button to alpha.
And by offsetting my lasers i can hit lights more easily.
This would not work with the suggested method, therefore i'd rather prefer to raise my shot to the sky when a teammate is crossing.
Edit:
Another thing to consider are visuals.
I like those large long-lasting beams hushing over the landscape.
When everyone is cancelling their shots regularly this could probably look quite odd...
Edit2:
What could work however is if this is implemented as a switch just like chainfire so i can decide if i want to use the feature, or not. But then there still is the issue with probably bad-looking fights.

If a teammate does this, don't just let him eat it, twitch your mouse up/down and keep from doing more dmg. Dont be "that guy" who just fires through team mates like CoD4 TD so you might get a kill.
That aside, it's an intresting idea, but really breaks the cannon of MW energy weapons.

Oh I do, but I'd rather give them no damage at all. Plus the effectiveness of doing this depends on how close they are to you. It also other other applications.
