I believe the actual announcement was made when miSs made her post in that topic, and here at the same time, and after that, I didn't notice any hostilities towards bronies in the thread. In fact, after that announcement-post no posts have been deleted by Viterbi for being offensive, so the topic got locked for whatever happened before the announcement...
Granted, those posts already where a violation of the rules before the announcement was made

As far as I'm concerned, they can hate on ponies with all the burning passion in their hearts as long as they don't come here and insult us for liking the things they despise... Hell, I might even go over there once in a while and add to the collection of anti-pony-images if I stumble across a funny one, like the comic I posted earlier.

What some people don't understand, there is a rule against attacking bronies, there is no rule post ponies in any topic. We need no fixed rule, as we stay away from flooding the forum with ponies anyway. Works.
Sure, there are some posts with a pony here and there but it is in context.
