I know it gets mentioned on forums but didn't see it in known issues. Not sure how to know what's actually being tracked/worked on by PGI?
Is the current patch's "known issues" the master issues list? or is there an actual bug list somewhere else?

I have the same issue as the OP. The issue is related to the "cl_joystick_throttle_range = 0" modifier in the user.cfg. See details in ticket#67459 (handled by Urdson).
I'll try to get video.

Short demonstration video posted to youTube. Throttle and turning are both being controlled by analog devices. Both are disabled in any of these three modes: chat, battle grid or score.
