I'm trying to remove DHS from a K2 to and try a rather odd build, but with the new mech lab I cannot "downgrade". Mech lab seems unresponsive when I click on SHS except that it shows me the stats. It does not give me a cost and the "save mech" option stays blocked out so I can save any changes.
I've tried restarting my client several times.

You have to move the Single heat sink upgrade to the upgrade slot much like you would a weapon.

What FLobinson said. It now works as upgrade "slots". You drag them in and out to see the total effects. Just like with other items it will inform you if there are not enough slots etc.
