what about a universe map? something that shows every human inhabited star.

Depends what you mean by "every human inhabited star". There are unknown number of backwater planets where someone has settled, and living a quiet life, but whose planet is not claimed by anyone, and just goes by in the dark.

The one I posted lets you click on the various realms to get zoomed in views with the planets claimed by the powers in 3025.

I'd imagine you'd find your answer by looking at the mapped jump routes on the PDF's I linked. If there's a planet without a jump route by "3052", then its unihabitable, or, they don't want to be disturbed by Comstar or Word of Blake, don't like strangers, and prefer it that way.
