Modify Narc (Ecm Related)

In all the ECM discussion (I still believe the Stealth ability is too good) I came up with this.

Change NARC so it overrides ECM Stealth for the Mech it is attached too, might need to modify the 20 second time limit too since NARC stacks with TAG thus preventing LRM abuse, cut it in half to 10 to allow a decent lock on time without going overboard.
- Now NARC is a useful tool in the ECM War.
- NARC would not be a big change because it is a short range weapon with a 270m limit.
- Does not have a lot of ammo either, 6 shots per ton.
- It is said to already give XP and CBill rewards per use per linked description.
- It is described as a homing beacon anyway so it makes sense.

I still think that this and the buffing BAP to help counter ECM is just doing it backwards; if NARC, TAG, BAP and Artemis were better to begin with (maybe making the weapons they affect slightly worse without them), ECM would be good enough by just countering NARC, TAG and BAP.

It shouldn't affect TAG, and it's harder to use, anyway, so that seems reasonably balanced.

Unfortunately, the Stealth issue changed things.
Besides NARC needs something to be relevant and this is all I can think of.
