In order to affect the "Poppers" via some form of Internal heat problem, after a Shutdown, would be to either:

Eliminate Override altogether and have any Mech that exceeds its Heat threshold maximum by (>/= 15%) take the current internal damages as the Default.

Or,

When a Mech leaves the ground, the Mechs Heat "Override" system is auto engaged when the Mech reaches Shutdown heat levels, at any time, before returning to the ground. :D
