Current behavior: Flamers increase the 'set-point' minimum for the targeted 'Mech by a static value. No benefit to having more than one flamer on a given target (aside from the AWESOME animation).

Suggested behavior: For each flamer that hits a target 'Mech, the target 'Mech has a decrease of 10% in their heat sink efficiency for 2-3 seconds. This would be % of remaining capacity, so you can't completely remove the target 'Mech's heat sink capability (diminishing returns).

1 flamer on target = 10% reduction
2 flamers on target = 19% total reduction
3 flamers on target = 27% total reduction
4 flamers on target = 34% total reduction
...etc.

This would make flamers very scary vs. hot 'Mechs (intended), but all the 'Mech would have to do to avoid the problem... is not fire as much. You couldn't use this to 'perma-lock' an enemy 'Mech in a shutdown state, nor kill a 'Mech through overheating because the target 'Mech would always have some heat dissipation ability.
