Another Ecm Balancing Idea

Under the assumption that the devs won't go for my other, better suggestion and that they pretty much like ECM as it is, I have a small change to ECM I'd like to recommend.

Remove the ECCM mode and instead change it so that when any ECM module enters another ECM module's bubble they cause interference with each and both stop working. This includes allied ECM modules.

This solves the stacking issue. This give a solid reason to not actually have an entire team of ECM mechs. This makes it possible for a single mech to counter a goodly number of enemy ECM modules. It makes ECM less amazing, and more easily handled without removing any of its current major features.

Today, all too often, I see 2-3 Ravens flocking about. One with ECCM and the other(s) with ECM. This allows them to use Streaks while remaining immune to them. They have no need to think about their ECM status and have a fairly easy time of it requiring little to no skills.

This change would make it so that a single ECM mech disable all the Ravens (insert your favorite ECM mech here) and open them up to LRM and SSRM barrage.
