Can't Upgrade Cn9-D With Dhs

All weapons stripped, just the stock XL300 and I can't upgrade to DHS?!?!? Is this a bug or is that correct? I've tried logging in and out a few times and no luck.

The interface changed, you have to drag it over to the box beside the upgrade list.
