TLDR

No. Boating isn't a problem. It's an optimization. If you're not boating, you're likely building your mechs wrong. Boating is simply the easiest way of optimizing for a desired roll and getting all of your damage potential tuned to a given range and lead. The idea being either delivery of a massive alpha or sustained massive damage. This is how war machines are built.

how about the nova cat mech from mw2 and lore;

http://www.sarna.net...28BattleMech%29

3 er large laser
2 er ppc

i'm guessing you don't want this in the game either
it's alternate loadout is stock 4 er LL.

here's some news as well: 4LL kinda sucks. 3ppc compares favorably IMO

maybe you wouldn't see boating if lasers were better; but i guess then you could boat lasers instead of using them as filler. they're intended to be filler IMO, what do you expect with light weight and unlimited ammo??
indeed, for them to have max effect you would need to boat lasers too! and that's why the nova cat exists.

other weapons don't like to be mixed, for instance you can't run lrm casually, you need to commit to tag, to launching several at a time so they don't get eaten by AMS. often times to artemis so you're not just hitting any parts of a mech.
usually you don't want to mix them with other weapons; it only works with some direct fire platforms to use their slots, you can't dumb fire them without tag along your weapons! why are you even advocating for them to be mixed with other weapon types??!

as for ballistics, yeah some do stack them i don't think they're broken.
if anything ballistics + energy is what is unbalanced a little bit; this is why pop tarts and atlases are so powerful, so boating is there to make up for that in other slow mechs without ballistic (stalker - awesome)

soon there will be an orion too with a mixed weapon types loadout so hang in there, and learn how to counter all the builds while you can

Just an idea, but how about as a penalty you make a balance build an attack their weaknesses until they decide to run a more balanced build to counter you? Destruction is the ultimate penalty.
