The story offers a glimpse into the difficult times that the IS is facing. The life pods were ransacked: food, water, medical supplies, amenities crucial to survival. This is a space faring civilization that struggles to fulfill the most basic needs of its people.
It also highlights how jaded people have become in regards to the value of human life.

The lifeboats were stripped for parts to fix other lifeboats, not the Mobile Engineering Platform, itself. The company responsible "allowed" the redeployment of stripped lifeboats on the platform just to make it look like it had functional lifeboats, and that is why charges are being pressed.

Comedy is sometimes said to be tragedy plus time.
People eating other people can be funny and light can be made of corporate corruption and evil business practices.
A lot of depth can be found in these messages from the battetech universe. It is good to dig into the news flashes and find deeper meanings.
Prosperity Park's interpretation is probably better than mine.

or is it that the catastrophic failure happened because they had cannibalized the lifeboats to make repairs rather than put in for repairs at a dock of some sort?
3) the user commentary reminds me of a great awful blonde joke:
A blonde is bawling her eyes out in the lunchroom at work, trying to continue to read an article in the local news paper.
A male coworker walks in and, seeing her in distress, asks her what's wrong.
She looks up at him, teary eyed, and gestures to the paper's headline: "12 Brazilians die in plane crash."
the man, failing to see what about this news was causing such an over the top emotional reaction from the blonde, says "Gee, I mean, I know its tragic, but why are you crying? did you know one of them or something?"
the blonde's grief turns to anger, and she says "12 brazillion people die, and all you can say is 'did I know one of them?" she pauses a moment before asking "so, how many is a brazillion, anyway?"
