There is no question that as of right now the 3l is the king of scout mechs. My suggestion is simple, reduce the engine size to match the other ravens and in increase its turning arc. Just generaly make it less manuverable so that keeping a streak lock on faster, more manuverable light mechs becomes more of a chore. This way it has to realy on its stealth mechanic to stay alive in a light fight instead of takeing a giant dump on all other light mechs

Jenner was the kings of light mechs (with no other viable choice... at all) from the very start of the game until the implementation of ECM in winter. Why should Raven not be treated the same? Besides, it is far less drastic as it was with Jenner. 
Okay, enough of old scars, I think that when it comes to him receiving special quirks, I'd opt for something like low acceleration, because it is a mech designed to go fast, but mostly to keep his distance from teh battle itself.

I'd much prefer a simpler restriction to only 1 ecm per team per match.
