I finally played an assault match where the 15m timer expired before any victory condition was met. The game reported victory for us, and "all enemy mechs destroyed," even though that was not the case.
My team had killed all but 1 opponent (coincidentally, PGI Dennis) and there were 2 of us still alive, plus 1 disconnected RVN-3L. Additionally, my team had partially captured their base to about 25% while they hadn't really touched ours.
Never had the time expire before. Is this normal? I did not mail support@ because the PGI dude was in the game with me so if it is a bug, he will probably know anyway.

If the timer exires, the team with the most kills wins. The message is just not written correctly for that condition--it apparently shares the same one with the normal win.

As TheCaptainJZ said. This is because the XP and cbill awards for a timeout win are the same as for a kill win. Just gimpy text is all.
