You can brawl with PPCs (beware of min-range, but you still can), ERPPCs, AC2s (both run hot, but they work fine at close range), and AC5s just fine.

Some people can brawl with the Gauss, but it's difficult due to the soft audible queue and all the other things going on making it just one more thing you need to keep track of.

In TT, the Gauss was a brawling weapon just as much as it was a sniper weapon. The "sniper weapon" balance was to de-synch it from PPCs (and it's been replaced by 2 AC5s, which don't alpha as high but do a lot better DPS wise, so the effect there was minimal), but that's a role PGI envisioned the weapon for.

Beyond that, the weapon works when you macro around it. Some folks macro an "always up" setup that keeps the gauss almost always up, and others simply macro the .75 delay. So, the result is not a skill weapon, but a weapon that works better when someone can create a smart macro for it, and that's hardly good balance. It's like the UAC5 ROF prior to the fix was best used in a macro to prevent jamming.
