Since you're now a legendary member, I wonder what you ended up doing?
The first point of call for me in matters like this is to contact my bank.. if they can't find anything wrong, the next port of call is the payment system (Playspan, Paypal etc).. if they can't find any problem, then and only then would I bother to contact the company I am trying to pay. Generally speaking, companies want your money and they don't want to decline transactions.. on the other hand, banks want to secure your accounts and the middle-men (payment systems) want to reduce their risk and consequently payments to the banks for chargebacks by also declining suspect transactions.
So.. moral of the story, contact your bank and/or payment system.

Light487 (no sarcasm) thank you for politely explaining the steps you take to resolve these issues and the underlying reasons for why the institutions involved act in our interests.
My particular situation is that I live in Japan, but work for the US and have a US APO address. Playspan flags that because I have a US address and cc, but a foreign ip. I've spoken with ultimatepay and they say that they understand and verify all of my information, but it doesn't change the fact that they will block my transactions. Companies do want our money, but the reply from WOT was "playspan processes these transactions and we cannot help you".
I'm sure that this will be sorted out in the future, but it is frustrating to know that I will be dealing with two payment systems that I have a history of problems with.

I have transferred money to my paypal account, but will have to wait a couple of days for paypal to credit my account although they have already taken the funds from my bank.
In the end it will all work out and I'll be basking in the glow of enemy lasers. I appreciate the helpful advice and hope to shoot internet "other guys" with you soon!

ORLY? Paypal says the exact opposite. So much for customer service doing anything about this.
