uh, dude? IIcs are Clan BattleMechs. they're not IS. these are modified versions of designs that existed for the ancestors of the Clanners that they took with them. IS will eventually get OmniMechs as well.
a BattleMech is less versatile than an OmniMech because it can't swap out pods, but it has the benefit of being easier to modify (an Omni takes a complete rebuild to modify the armor, engine, or heat sinks), and also costs a fraction of what the latter does to repair.
Several OmniMechs also have hardwired weaponry in their CT, like the Adder Prime, or the IS Avatar's Dual Medium Lasers (found on every variant).
IIcs are commonly found as Clan second-line and defensive units due them being "lower-tech" than OmniMechs (which, btw, are all originally based off a system found on an IS mech known as the Mercury). This, however, doesn't prevent them from being powerhouses in their own right. Additionally, Mechs like the Orion IIc are very important to the Clans as they have a place in their history, said BattleMech being the ClanTech upgrade to Aleksandr Kerensky's mech of choice.
in all honestly, the main reason for the rebalance was likely so these guys wouldn't be ridiculously overpowered. they're already going to be powerhouses regardless, though.
