The 2ERLL sniper build with ecm is highly effective. SideStrafe has a good video and here's a video of my own work in it.

I run a 3L with:
265XL
Med lasers x 3
SRM 6 x 2 and 3 tons of ammo
ECM
Good for sneaking behind enemy lines and causing back pain on distracted heavies, and can alpha lights in 2 salvos if you hit them right/get lucky. Runs at about 132 kmh, so still fast enough to get behind cover if things get hairy. You could also drop a ton of ammo and go 280XL and hit close to the 140 kmh mark. You could also drop to SRM 4 x 2 and put a 295XL in.
