Why not simply give the ECM-module a kind of "EMP-style"-characteristics.

Of course, most probably not canon, but worth a thought.

The module has to be fired and the effect lasts for, lets say, 7 Seconds. After that the module has to cool down for 20 Sec.
Given mechanics shouldbe capable of handle that behaviour and implementatio as a "weapon" shouldnt be that hard either.

Would give more need for "skill" and less "one-button-hit-wonders" like ECM combined with Streaks.
