I don't think a game can be out of beta until playing a match has a purpose other than gaining in game currency.

That being said "CW" is supposed to have those things.

You would also have to wate for CW to become mostly balanced and implemented to the point where it can just play out like a story.

As of hiding behind the "beta name". They are not doing that yet. Will they do that? I don't know the future.

There is no doubt in my mind that this is a beta right now.
