245XL with speed tweak gets you to 132 kph, which is plenty fast. You also get a lot more in the way of weapons, which I find useful. Try it out! You can also use the 245XL in the gausscat build, if you don't mind moving it between mechs. Saves a lot of cbills too.

Another vote for 300XL. Speed is king for lights and you will be the fastest light mech out there (w/ speed tweak). Just add DHS, and SL's (SRM4's as available) and you got yourself a killing machine.
Optimize around Endo, DHS, and FF (optional) and the Jenner is a great light mech except when facing Craven's and occasionally the CMD-2D.
Here's my JR7-F, she was my favorite light mech to take out till ECM became common. 6 SL's with 15 DHS' and runs at 152.7kph.
