Honestly, it depends upon how they implement the different modules.
I see the "coolant flush" as being similar to the Double-Strength prototype heatsink technology and the Corrosive Coolant experimental double heat sinks: http://www.sarna.net...ouble_heat_sink ; both of which fit within the lore timeframe.
Whether or not the module, itself, would be consumable outside of the match, or only within each match, is not clear.
As for Air and Artillery strikes, I could see them being implemented as modules that pair up with the NARC - meaning you fire a NARC becaon that, instead of tagging an enemy for friendly missiles, tags an area or 'mech for air or artillery strikes (with the player only being authorized so many strikes per match).
If that's not how they are implemented, that's how I would recommend they be implemented (though converting the coolant flush into prototype heatsinks with reduced HP would be a bit of a stretch).
