It is chiefly a counter against ECM when using SSRMs but only within 150 range--which is laughable on slower mechs.

I use BAP on LRM boats to keep my LRMs active when an ECM player tries to shut me down by denying me the ability to lock targets farther out on the battlefield.
BAP can be useful on long range builds.

It increases sensor range.
If speeds information gathering when targeting someone.
It counters a single enemy ECM within it's bubble.
I dunno, sounds pretty good for 2crits and 1.5tons to me.

Also, as stated before, helps LRM boats from being unable to lock on when enemy ECM 'Mech is nearby. Plus gives some extra bonuses. All in all, hardly useless.
