Sure seems like it. As soon as you can pay to actually get something better than what the average player gets, it has become pay to win. Thankfully I only dropped $150 bucks on the game. Letting those with extra cash have an actual advantage over other players is not cool.

I just checked. PGIGP has plenty of coolant flushes for sale. They haven't sold out.
