multiple times I have been a moderator or game manager for online communities. I've also worked for an internet service provider. The general policy for nearly everyone is to respond to the report that we would look into the issue and actually look into it. If the issue in question required a temporary or permanent ban, we did so. We never told the community what we found or even that that member was banned unless there was a specific need.
For example, there was a disruptive element in a game forum I was staff at. Said person outright cheated. We announced to the forum that it had come to light someone had cheated, we were altering scores to reflect that. We did not say who it was, but since someone was suddenly no longer part of the community people figured it out as it was a small community.
I was required to shut down a thousand dollar a month business account for breaking our ToS when I worked for an ISP. They were openly spamming people with other providers. His password was changed and he was no longer allowed an account with us. Did I inform the people who complained? No, I stated we had dealt with the issue of spam mail they were receiving. Did I shut down an account that gave us money as a small time provider? Yes because it was going to affect our other customers who didn't want to be associated with a company that allowed spammers.
Same thing for a F2P. In fact it is even MORE important to ban and ban early. You do not want people like that in your community.
