No..please devs..never ever do this. If people want to min/max fair enough, but for those of us sensible enough to run a varied build to cover all possibilities will lose out, as we will be forced into a playstyle we don't like.
Now..changing camo spec before a match...you might have something....I hate taking a bright purple mech into snow maps

I think you have good idea camo maybe when save build it will save different camo and paint job you pick only reason I ask this is you right for city I like short range weapons like ssrms pulse lasers for long range I like lrms and large lasers for medium range I like lrm5 medium lasers so I like to play many builds but it takes so long to build configs it no good because you unhappy try to build one that works for everything. If I want that I like to play stock only mode.

The reason that your "pilot" doesn't have a head is because you are supposed to be the pilot. The only reason that you can see that your pilot has no head is because you went into the user.cfg file and edited FoV manually.
Lastly, the forums are the "chat room" you're looking for. Why should the devs take the time to program one into the mechlab at this point?
Edit:
Please use punctuation and paragraphs. It makes written works much easier to read.

Can it be frustrating at times? yes, but that is fine by me.
All it will do is make brawler maps an SRM/Medium Laser mess. You wont be using your brawler to sneak up on a long range Mech with LRM's and PPC's only, because there wont be any.
With specialisation, you breed in more strength, but also more weakness.
I have a couple of long range only and short range only Mech's. The long range Mech's are devastating when for targets stay at range, but when they close, I am the one being devastated. Same with my brawlers, up close I can hurt you real bad, but am useless at long range. That is the way it SHOULD be.
With mixed range configs, I can rough you up at range, and rough you up if you are close. Not as much as I can with a specialist Mech, but I am a bigger asset to my team if I can hit targets when they are there, as opposed to only be able to hit them sometimes.

You want to be able to see the back of your head while playing? Why?

1200-400m 2 ERPPC will provide plenty of fire power since you can get lots of shots in (on alpine i can get 700 damage with just 2 ERPPC)
once you're at 400-200m range use both ERPPCs and 3 ml
and once within 200m stop using the PPCs and use the SRMS and lasers

Bryan Ekman said in the Ask the Devs 33 that they do plan to implement a system allowing you to pick a prechosen paint scheme after you find out what map you will be on, which is awesome in my opinion. You will also be allowed to "vote" on which map you want next. Dont know how that will work, but Im okay with it as long as people still have a chance of getting big maps on their splat cats.

For the build / map advice, there's some good stuff a few posts up ... unless you're part of a well-organized team, mechs that use exclusively long or short range weapons will almost always find themselves at a disadvantage. It is all about figuring out what you do best and enjoy most.
