So I have a 520M which is a bit below requirements.
What settings should I use in the control panel to ensure the maximum possible performance?

the GT520M
48 shader cores and DDR3 memory........AND it has audio in the card as well. While it is Fermi and can handle DX11......
I do not think you will find appropriate settings that will permit you you to play MW:O in any fun way.
Have you run 3Dmark to check it out. or "can you RUN it"? (for the latter, select for crysis 2 and 3)
get a better laptop. Go Sager.

Your post led me to believe you had not tried the game yet. What are your current settings, Framerates? have you tried bumping the game settings up from low to medium to high and seeing how the gameplay changes? Currently Low settings will allow most to play the game, but since you are on a laptop.....

Framerates on ultra are around 12-14fps, and they go up to around 30fps on low. However, they used to be higher, which leads me to believe I set something wrong in the control panel. I usually play on medium, because on low mechs that are far away become invisible.
So i guess the first question is what .exe should I even be modifying settings for? (I picked mwoclient.exe because it is the most recently changed)
My current settings are:
Ambient Occlusion Off
Anisotropic filtering: Application Controlled
Antialiasing - Gamma Correction: Off
Antialiasing - Mode: Application Controlled
Antialiasing -Transparency: Off
Cuda GPUs: All
Maximum pre-rendered frames: 1
Multidisplay mode: Single display performance mode
Power management mode: Prefer maximum peformance
Texture filtering - Antiisotropic sample optimization: On
Texture filtering - Negative LOD bias: Allow
Texture filtering - Quality: High Performance
Texture filtering - Trilinear optimization: On
Threaded optimization: On
Triple buffering: Off
Verticle sync: Off
