Splash damage in a game of armored combat is a bit silly. Missiles and explosive shells for that matter usually use a shaped charge warhead. This type of explosive directs the majority of it's force in a very narrow path forward. Additionally, the angle at which any part of the unfocused blast hits the armor would actually make the armor apparently "thicker".
And then from a balance standpoint, I've seen people who average near 25 damage per shot with the AC20. That's 50 damage with a whack-a-pult, not 40. This is a pretty big difference!
TL;DR: I'm tired, but Splash is silly, unbalancing, and not necessary for a fun game.

First, Ballistics don't explode.
2nd, April 2nd patch is already confirmed to remove Splash Damage for an overhaul. It probably won't be back until May.
