Is it atrocious? Is it totally bad-***?

It doesn't have enough tons for what you want to do with it really.

Now if it was a 100 ton mech with the exact same hard points, it would be a dream.

Exactly! I think the Cataphract beats this mech... same general loadouts but more tonnage for ammo, armor etc. Stock JR6-S is painfully low on armor...
