The only definition of "sandbagging" I'm aware of is that it is the nice way to say sh1tbagger. See also: synonymous with "blue falcon" or "dead weight"

I'm guessing in video game terms, it's akin to a Gold SC2 player going up against some Bronze SC2 players to stat pad and/or stroke their ego.
