Can I just have a "Yes" option. I never know if I am going to put AMS on a 'Mech until I am almost finished building it so the percentage constantly changes.

Not if you're being sneaky! Remember, the AMS is activated if the missiles are nearby regardless of what point in flight they are, so your AMS will go off if you're near the point at which the missiles are launched or if the missiles go past you as well as if you are near their target.
It's situational, but less than you might think.

I just and always have put AMS on as a filler or to bulster the defence of a Mech. These Missile tweaks have had little effect on my AMS use.

I have it on my Atlas D because I literally can not fit anything other than AMS and 1 ton of ammo on it that would be of use to me.

I only used AMS on my slow assaults. Good piloting and positioning can avoid almost all LRM fire, and AMS doesn't work that well against serious LRM boats anyway (when they can send 40+ missiles your way at once.)
