Too Many Hardpoints?

Hi,

my question is:

Can someone tell me, what the desing decision from PGI was, when they gave Mechs more weapon hardpoints than they have barrels in that part?

Like one laser lense, but two or more energy hardpoints. Or one gun barrel and 3 ballistics hardpoints?

On a second note:
What do you guys think about the following: Replacing canon-wise small lasers and machine guns (like on the Hunchback and Awesome Head or the Catapult K2) with a "Support Weapon"-Slot, where you can put either a small (pulse) laser or a Machine Gun, but nothing else?

You need 3 variants of a mech to level up beyond Basic, so there must be 3 variants existing in the game. Many Battlemechs have canon variants whose only difference is swapping an Ac/20 for an AC/10 and some more armor, or LRM 15s for LRM 20s, or something like that. Those are distinctive variants in the canon, because free customization of mechs is not possible in the fluff. But for them to be somewhat unique in MWO, they sometimes need more hardpoints than the variant has weapons to really be able to tell them apart. For example all the Stalker variants normally only vary in their missile loadouts, some carry srms, some don't, and so on.
