We need a heavy missile option. Luckily, we have on that is supposed to be available right now; it's called the Arrow IV.

In order to make it fit with MWO's critical slot system, it would need to be 15 tons and 10 critical spaces. Here's my recommendation for stats:

Damage: 20 + 8 Splash (Splash radius: 15m)
Range: 180 - 1,000
Heat: 8
Cooldown: 5 seconds
Ammo/Ton: 5

It should fire a single missile with 5 hp (so an AMS has to hit it 5 times to eliminate it). That missile should have full LRM logic and physics otherwise.

why should it have 2 times less damage per ton of ammo than an lrm?

Because it has a 15 meter splash radius, which means it'll be doing splash overdamage the way LRMs were before the hotfix.

(This will be balanced against LRMs because it's a single missile rather than a flight, which makes it harder to hit without TAG / BAP / NARC assist, and because AMS will have an easier time against it)

Why not? It's a new weapon with interesting and unique characteristics and would expand the currently limited lineup of missile type weapons.

The Arrow splash goes beyond that. It could splash entire teams.

I believe it's coming a some point, and I'd be OK making it a TAG-required weapon or something like that. It needs to be something other than "big splashier less missiles LRM."

Yeah, Arrow-IV is coming "eventually", when they make a mech that uses it.

We have a mech that uses it - Catapult. They just have to make CPLT-C3 variant.

talk about teamkill. they can't even make the basic weapons and systems work and you want something like this.And If I remember Arrow "Requires+ Tag to hit (Though they might have changed that later) and is meant to be fired from soffboard as a mech protable artillery.
