No.
I paid for them, you're playing them.
That is all.

Well, probably not completely excluding any map but perhaps voting down its probability to be chosen? Kind of like what the devs are planning to do, I think? Else, those of us that did not exclude any may be forever stuck in unpopular maps because there's not enough players for them.
I myself would put down River City Day... gosh, I hate that map. It's worse than Night!

Fixing the rotation is not the same as being able to completely kill a map (or class of map).
If I'm running around in my Whack-a-pult and I draw Alpine or Tourmaline, I have to play those maps with that mech. It's actually fun to have to fight to overcome the drawbacks of a short range mech, if I know that the other team can have a similar disadvantage.
Having the option to remove the big maps while playing a short range mech simply leads to builds optimized for the map type. Heavy energy builds on Frozen City, short range brawlers on River City, long range specialists on Tourmaline and Alpine (ballistic and energy respectively).
I'd rather just fix the rotation so the map choice is weighted away from the last three maps you've played.
I don't mind the randomness of the way things are. BUT, I can't stand River City Night because of what it does to my eyes. And now they are talking about making heat vision ineffective on it. I'll be discoing when I pull that map from now on most likely.
That's what happens you know. If someone really doesn't like a certain map, they disco. Give them the option to exclude it and those discos go away and you are less likely to get an unbalanced team.

well you're kinda wrong cuz when people get a map they hate they: a) go idle during a map b ) disconnect c) my fave, rush headlong into battle getting just a couple shots off here and there and die so the map ends faster.
i also believe this happens because "premium time" forces the urge to just keep launching no matter what, since it's not based on "in game time" but "time", period.
so this ends up happening- launch, oh it's alpine, i'll go make some coffee, come back, launch, oh it's alpine again, go make a sammich, launch, oh it's river city night, watch a youtube video, launch, oh it's river city night AGAIN, walk the dog, launch, alpine, AGAIN.... good thing i got lots of lunch meat...

supply and demand. an unpopular map is an unpopular map is an unpopular map. but they'd be easier to stomach IF THERE WERE MORE MAPS

I hate River City night with a passion... but I completely refuse to exclude it.
I wouldn't mind the map being adjusted by the developers, though.

What's weird, like with the constant "Hack/Cheating" threads... I don't see it that often. I keep seeing posts that act like it's a HUGE problem, but I'm just not seeing it and I average 100+ drops a week.
