Except for the coolant shots, the only module that is not a normal function made better is the advanced zoom, which you hit "v" to use. If you have unlocked the increased sensor range module and mount the increased sensor range module, you should just have increased sensor range. Targets stay on your sensors for a short while after they break line of sight. If you have the slower target decay module unlocked and mount the target decay module, then targets take longer to get lost after they find cover. I suspect that a mech with reduced target decay and 360 targetting can be murderous in either of the cities.

I finally got the GXP to unlock all of the modules that I wanted to unlock and now I need to grind for the tens of millions of c-bills to buy them.

You have to learn the skill in your "pilot tree" [Pilot Lap tab, Pilot Tree tab.] Unlike the mech tree, pilot tree applies to all mechs.
Then you pay GXP (GXP displayed on bottom of the launcher) to actually get the skill. Usually 5,000 to 15,000 GXP per module.

Then, once you've learned the SKILL for the module, you have to buy the module with C-bills in the mechlab.

Then you drag and drop on to the "empty" box when you have "modules" selected in the mechlab.

They do not take up space on the mech, they only take up module space. They weigh nothing.

Some Modules also have multiple tiers, increasing in effectiveness the higher the tier.

For example, the Advance Sensor Range module gives a 15% bonus at Tier 1 and a 25% bonus at Tier 2.

Target Decay also has multiple tiers, the first keeping the amount of time you keep targeting info on a 'Mech after you lose Line of Sight by .75 seconds (totaling 2.75) and Tier 2 boosts it to 1.5 bonus seconds (3.5 seconds total).

Capture Accelerator increases the rate at which you capture points by 15%. Only one Tier.

Advance Zoom gives you a PiP 4x Zoom by activating it (default 'v').

And Advance Target Info decreases the amount of time it takes to get comprehensive details (Weapon systems, Armour, etc) on enemy 'Mechs by 25%. One Tier.

Ah, I forgot one. 360 Target Retention. It doesn't allow you to see targets behind you initially, but if they are within the Line of Sight of your 'Mech after you initially targeted them in front of you, you retain their location and details even as they are behind you. This does not apply if they move out of your rear Line of Sight, however.

And then there are the Consumables. So far, only the Cool Shots are in. There are two Pilot Tree unlockables currently: one to boost all Cool Shots by 20% and the other to turn Cool Shot 9s into Cool Shot 9 by 9s, doubling their effectiveness (and making them as useful as the Cool Shot 18, which is bought with MC).

And as states above me, you must first purchase with GXP the ability to wield Modules, and then purchase the Module itself with C-Bill. The only exception are Consumables, which you can slap in your 'Mechs instantly. The Pilot Tree GXP unlockables just increase their effectiveness.
