There are certain mechs that are going to benefit more from the cool shots than others, I think. Stalkers and Awesomes have a lot of hardpoints and can have a huge alpha-strike potential. Atlases, too, but not quite as ridiculous. And these assault mechs do not have speed/maneuverability as their defense -- their damage output is their defense.

Personally I use them regularly, mostly on the hotter maps though. Since if I build my mech to be completely efficient on the hot maps, then I loose out on a ton of DPS on the cold ones.
I get that to some it seems like a crutch, but in the same frame of thought so is every other Module. The difference being that you have to replace the coolshot regularly if you have built your mech to need them. In which case, then the people using them are not creating a crutch for themselves there eating into there C-bills and slowing down there advancement in the game.
I brought this point up mostly, because it seems like everyone is in some sort of club. In which they hate the coolshot, but haven't tried/used them. So instead of seeing why they are actually not good for a pilot overall(or good), there's just this bandwagon mentality.
My last point is, if PGI can't make money then they stop making MWO. I mean for petes sake the games already completely free as it is, and theres little inconsequential crap in the game that you can buy and everyone seems to freak out that were on the verge of some massive P2W conspiracy right around the corner.

MWO: If I used coolant right now, could I change the outcome of this battle? Would one more alpha matter enough to use it?
90% of matches I don't use coolant in MWO, but I always try to keep the option open. If I could change the outcome of a fight (and thus the match) by having right-now coolant, I'll use it; if another few shots are unlikely to matter I won't.

Indeed - MW4 especially encouraged light but frequent use of coolant flushes which had a dramatic effect on the mech. MWO coolant barely registers, costs CB/MC, and is one time use. A bit of a difference.

Personally, I try not to think too much. I'm running hot and I know I want to stay in the fight a little longer, I'll punch the coolant flush. Is it a game changer every time? No, but neither is my targeting information module.
Be liberal with the coolant flush, or you will often hesitate in moments where it actually would have made a difference.

The only time I really use the flush is when I am in a close fight, usually against someone that is close to killing me, or has me severely out gunned. As poster above said, if getting another volley (or 2) off *right now* makes a huge difference then I will use it, if not then I hold back. But I do like having the option.

Can't really say why... probably cause I still want to make progress and won't pay to replace anything that has as much effect as waiting a very few seconds before the next shot.
