i downloaded this game from the site here and it did fine and completed. then i finished downloaded the patch. which there was only one of.

i press the play button on the launcher and it says "this application has failed to start because xinput1_3 dll was not found. re-installing the application may fix this problem"

whats going on with all of that?

I'd say try to re-install it, because when I had my two friends download it a while back, they had to go through quite a few patches before being able to play. If it happens again, contact support. Or you could contact them now if you have a slow download speed and don't want to go through with the re-install just yet before their opinion.
