Consumables And Testing Grounds

With the introduction of artillery and air strikes, I had an idea. If you use a consumable in the testing grounds, it shouldn't be "used up." It should still be available when you go to your next game. That way you can test and practice with these new features at no cost. Who would be interested in this?
