(but I have over 100k xp on it and still no speed tweak. I really should just bite the bullet and buy a couple more atlas, but then I would affirm your observation...)

I honestly don't see what the big deal is about it, but that's from my point of view. I'm almost always dropping in a group, whether it be 4 man or 8 man. Many times in the smaller groups, we don't even discuss bringing ECM because it's a non-factor to us.
Radar flicks
"We got ECM in the backfield"
"You got it?"
"Yeah"
And that's the last I worry about ECM unless I hear "He got me" then it becomes my problem. Which doesn't happen often.
So I honestly don't get what the BFD is about it.
Oh, and before anyone asks, my KDR and W/L are just fine, thanks.

LRM's suck right now, so no need for ECM. The hit detection upgrades also mean less people are playing fast mechs, so less ECM there too.

THIS.
Even without LRM status, the fact that you can actually HIT a light moving at full speed has put them in their place.

One would think they have been tracking data for ECm since.. oh i don't know it was implemented... I do not think the data is the problem.
Anywayt back to the topic at hand.
I'd say it is primarily down to the raven fix and state rewind on lasers making life a lot more difficult.
