Please help me with a chasis and loadout.
I love you guys.

The best mech that fits your criteria is the Spider-5K. I'm not kidding. There's also the Raven-4X...
Couldn't figure out a 5K build worth speaking of, so I put together this creation of woe:
RVN-4X

You'll only go about 80 but with speed tweak you can get up to around 90.
You could do it with a Cataphract 3D I suppose, but I personally think those are terrible mechs. The low arms and enormous torsos make it hard to fire and easy to be hit. I think they're also very slow, but I've haven't used a 3D before.

Kilroy if you think the cataphract is a 'terrible' mech I think you smoke the meth
you might not LIKE the phract
but it is the most balanced mech in game right now
a 3-D loaded with 4PPCs and JJs still goes 76kph
a Phract 1-X can drop the JJs to carry 4PPCs and go 86.6kph
PPCs are so good not even gauss is worth the weight IMO
Phract is best mech for newer players
period.
obviously any phract can carry 2ppcs\gauss
and do it damned well
with that weapon loadout each variant does something special in my garage
the 1-X uses more engine space to be speedy
the 3-D has jump jets to pop-tart
the 2-X carries 2 streaks to chase lights and spiders away
the 4-X is garbage don't trust anyone who says its good

You can kind of ignore the armour values, I couldn't get smurfy to cooperate with me on that.
It should give you a good idea of what you can do anyways.

I've killed too many to think they're anything but terrible.

If you play enough MWO you kill every mech a bajillion times
Wait...
are you linking him a build
OF THE BLACKJACK?!?!?!
AFTER CLAIMING THE CATAPHRACT SUCKS?!?!?
I AM AT A LOSS.....
SOMEONE HELP ME
OP do not buy
any mediums as your starter mech
mediums require the best pilots in the game to be useful at all, trumped only by the spider
start with a (NON DRAGON) heavy, you won't regret it
Cataphract is best starter mech bar none
these people who claim otherwise just want more easy targets in game
if not a phract go for an assault, but stalkers and highlanders are expensive

you can put BAP on any mech, but if you don't have missiles there's little point in mounting BAP (unless you just want the extra radar range for sniping)

Well a Beagle Active Probe really only helps missiles builds. It does counter ECM but ECM has little effect on a laser/ballistic build.
If you'd like it anyways you could strip out a heat sink and maybe a little armour from the cockpit to free up the weight.
The gauss rifle is heat neutral so heat isn't a big issue with this mech, so long as you have the minimum number of heat sinks for your engine. Just be careful with the medium lasers' heat.

It's always worth going to double heat sinks when you have the money. After the first 1000 drops or so you quit worrying so much about the cost.
