Hmm... Shouldn't this read:

ComStar showcases Precentor IV Giemzu and his 66th Division helping civilians during the Rigil Kent earthquake?

Or are the 66th Division made up of civilians? If this is the case, who are the 66th (civilian) Division helping? I doubt they're helping the earthquake...

'civilian help' is a standard term...

Might be a standard term... but it still makes more logical sense to read the Peiper's re-word. I think the problem is their trying to nut these into standard news one liners that you see scroll across the bottom of the tv screen... the problem is it don't scroll!
