Of course, what's really going on behind the scenes is that Comstar is deliberately and purposefully hiding the Clan invasion from the Inner Sphere, in the hope of gaining some kind of advantage, assuming that the Clans will need them later.

It doesn't work out well for Comstar, when they realize that the Clans have, know how to operate, and know how to *build and improve upon* HPG tech. Then all of a sudden, Comstar's political plans shift to trying to figure out how to stop the Clans.

There are ways to communicate other than Comstar's HPGs. I'd bet that the cache that Davion was given even has plans for building new HPGs. They're just holding onto them for their own selfish reasons.

the fax machine. Not nearly as good as a HPG. Also the tech was given to him from Stiner to be honest. but it was enough to keep going but also used for military only. IT was never from my knowledge given to general population.

Right, exactly. Davion's sitting on that tech instead of building his own network, instead of researching and developing his own HPG network. More convenient to deal with Comstar rather than actually, y'know, improve the condition of his realm. And of course, the condition of the Inner Sphere in general, because you know Marik, Liao, and Kurita would get copies of that as soon as they could. But nooo, let's keep reinforcing Comstar's monopoly.

Actually Steiner also has the Fax machine. Kurta at least has some working ones as well so its getting out there. As far as I know the knowledge to build HPG is still not in the hands of any house. At least not in the current timeline.
