Not awesome specs but not bad. I run 1920x1080 at Medium except for AA and get 30-40fps consistently. All I can say is update drivers and make sure you're keeping ram clear.

Unfortunately it may be an issue with AMD Radeons and the latest patch? Have you tried dropping settings temporarily?

Currently Running:
i7 3820 @ 4.3GHz
32Gb RAM (only running at 1333, long story)
7970GE
1920x1080@60Hz Maximum settings in game and in driver. Latest versions of drivers, windows ect.
Runs locked at 60fps. No dips, ever.

I bet you have had your fps dip too, except it was more like a dip from 120 to like 95-100. Since you run V-sync you wouldn't notice it.
On my Desktop (i5 3570K @ 4.6Ghz, GTX 670) I haven't noticed any dips either, but on my laptop, I've dropped 10-15 fps. I used to run 55-60fps on my laptop, now it's like 40-55.

Try the "trial-and-error" method with different drivers and video settings? Or just tough it out til next patch hehe
