As a general rule of thumb, the best thing to do when making a mech is max out all the armor, and then strip it from the legs until your remaining tonnage is a whole number or a half ton incriment. Biggest exception to this is light mechs, where you will want full armor on your legs.
Catapults are very solid all round mechs. Many many viable builds on them. Their biggest weakness is the size of their cockpit, making them the easiest target to headshot.
Jagermechs are less manuevarible compared to catapults (as is every other heavy), but you can still achieve a similar speed to the cats.
Their biggest advantage is the placement of their arms. Since they are very high up on the mech you are able to use cover very effectively, easily firing over it while protecting the majoirty of your mech. What makes the Jager a special snowflake is that it is currently the only mech in the game that can bring dual AC20's and an XL engine, giving it the speed it needs to get into brawling range.
