Is the sale for the color palettes still ongoing?
I notice noticed that hero mechs do not have the option to change colors. I was wondering if unlocking the basic cyan color palette opens up the new paint for all other regular mechs, or if one has to keep repurchasing the same color palette every time.
Which is better, basic or premium?
I would be grateful if someone could shed a little more light on this subject. I see some killer paint jobs going around and would like to try to get creative with some of the mechs in my mechlab.

The sale goes until Tuesday at patch time, so get them while you can.
The ability to paint the hero mechs should be implemented soon.
Once you buy a color it is yours forever.
The difference between basic and premium is too subjective to call one or the other "better". I grabbed all the basics and a couple premium colors cause paint for a dollar makes me holler.

Subjective yes.
But somebody out there must have made the decision as to why some colors are twice as expensive as some other colors.

You could run a statistical analysis on it. checking mean, median and variance, on the sets various properties should tell you if they were selected based on any given property and what that property is. or if the numbers are pretty much identical you can assume they just drummed up a bunch of colors and randomly assigned them premium/non-premium, assuming that some people will just pay more for colors.

When I say it is subjective I mean that I see the colors as a base color, shading color, and a highlight. What color works for me can change depending on what camo and other color combinations I choose.

Easy, some colors people will just pay more for. For example, Obsidian Black has a bluish glow, like actual obsidian. Titanium White is the purest, brightest white available which makes it something that people go "OOO I WANT."
Then there are some...that make no sense. My example is Khaki and K'an. Both are essentially a closed beta catapult's orangish yellow color. One is basic price, one is premium. Both are virtually identical.
Typically the premium colors are much brighter, more brilliant colors. Some shine alternate colors in the light (like Obsidian. PC Gamer Black shines with a white specular. Obsidian shines with a blue specular.)

In general, all the premium colors have a higher color saturation, and tend to show up as brighter and more visible in the game. In the mechlab, colors look brighter and more vibrant than they do in the game, especially on maps with a haze effect like Caustic Valley. So the premium colors are typically more visible in a match, while most of the basic colors will look a bit dull in the match.
In match, it's also harder to distinguish between similar colors. If you buy three different cyan colors for example, in a match to most people your mech will almost look monotone.

THIS! This is EXACTLY why they need to allow third person in training grounds, or allow full screen of the weird intermittent second-client loaded before loading the game in the crazy three-client-loading-sequence we have. I would be SO ticked off had I bought Obsidian earlier which CLEARLY had no specular effect only to find boom, I'm suddenly blue.
There are far too many 'surprises' and 'catches' with this game for me to warrant spending any more cash than I already foolishly have on it. And there are a lot of displeased gamers out there who's complaints are not being heard by the devs (I still see people asking for multi-screen support by default, which is adding a checkbox to one of the multiple clients, along with support for gaming controls, or even the steel battalion controller, I see requests for more SB/MW related control of the mech such as start up and shut down sequences and elements that add strategy and tactic to the game, I see people demanding full screen for the weird middle client EVERYWHERE so we can SEE our flipping mechs and see what the heck we are purchasing with money when we buy these insanely overpriced colors and camo patterns (the cheapest camo pattern and color palette it automatically attempts to add to my purchase is SIX TIMES the price of my first mech!) but you hit the nail on the head with this.
Too many surprises. Not enough explained. What unlocks where? Can I paint my hero mechs? No? Why the heck not? I bought it with real money, I want to do whatever I want! A HUGE deal breaker I've seen floating about is the unused decal section. They have a choice to have a thriving art community if they added a circle, a square, a palette and transparency in a Forza style editor, I literally mean it would be the Forza of the PC world because no one else has cottened on to this (I'm still in the top 100 artists over at Turn 10, you would be shocked if you saw what patience and talent can create with a dot and a square) and yet the decal section is sitting unused, it will probably be some insanely overpriced item of fluff like the hula girls and all that stuff. But come on, we can't even see what we pay for in true color in the game except when we're dead laying in a burnt heap on the floor. That's ridiculous. I want to be able to screen shot my mech at full screen full res and show it off if I'm spending real money on it. Common sense devs. Common sense. .__.
It's as though creativity and potential are being poured out the window while some middle management dweeb with greed being his sole occupational requirement just red lights ANYTHING that would make the game great and green lights anything that will turn a cheap soulless buck.
As a long time BattleTech fan I am starting to think the rights of our favorite sci-fi genre have been sold to the wrong party. I fear the direction it will head when they don't listen to veteran gamers with demographic reaches that exceed their entire corporate demographic reach, and decline to ask any of the brilliant people here suggesting things further questions to understand their target public greater than they obviously seem (not) to do.

as of yesterday you can
also its not really fair to compare Forza to this game, just as you wouldn't compare Call of Duty to Minecraft. The amount of money spent to create games like Forza and Call of Duty are so far beyond what the MWO devs have access to. Just keep that in the back of your mind and keep on shooting big stompy robots. Its still fun.

There's a number of things coming with a brand new user interface that, any work to stuff into this interface is pointless. The new interface is coming in July. Which will be full screen by default, have a tutorial similar to but not identical to the one in Hawken. (Person that explains stuff to you, walks you through a tutorial thing which will walk you through how to play and pay you the first time you do it so that the cadet bonus and the trial mech system will no longer be necessary). Third person people keep saying is unwanted tactically because of the advantage it gives. However, it seems that is also on the way with a set dedication -- the matches will be Third Person Only or First Person Only. No in match switching. At least that is what's said.
The issue with user made decals is what could be made with them if they just let you paint something or upload an image. Asking around what people would have as their decals, over 30 of the 50 or so people I asked first said one of three things. "Naked woman," "male genitilia (with or without legs)," or "bacon." For obvious reasons we're not going to get to draw our own things. We will likely get a plethora of optional clipart supplied by PGI in a fashion similar to Battlefield 3. This is what I came up with for mine.

The platoon is called Dinosaur Mode, with the acronym "BFDM." Obviously the ploy didn't work.

Patterns right now, the cheap ones, do not change your colors at all. They will not pull up optional colors.
Only the most expensive ones will pull up optional colors. Avoid the Custom paints section. Stick to the camos.
The difference between the PC Gamer, the Phranken, and the Buccaneer colors (Not the pattern, the colors) is that PC Gamer is dull. Phranken is middle ground. Buccaneer is blindingly bright.
