Unable To Turn Off Motion Blur

So I went and tested for ya. Here's what I got. This is after turning it on, and once with it off.
As I said to you in teamspeak, that kind of blur I've only seen on mechs that are lagging or when I'm seriously lagging.

Closest I could get to motion blur. It's the missile impact blur.
This blur is a spiral shape and is a mutation of the Depth of Field blur, rather than motion blur.

There are no changes to game files, no SweetFX in his shots. Only driver level changes and post-image color/brightness/contrast tweaking.

Happened less often to him at that point. Though it turns out, turning off post-processing removes all occurrences of the effect.

only shots i have been able to take so far have largely been still shots.
(Not getting blur on this one was a fluke!!)

r_DepthOfField = 0
r_MotionBlurShutterSpeed = 0.01
in my "user.cfg" file (main game directory)
I don't notice any blurr like you saw, but then.. I've not tried any screen shots with the current printscreen functionality (just 2 of post game screens). I'll try some during a fight and make sure they are clean..

Otherwise, I'll fire up my video software and try one with their tool.. but I think it's PGI that's messing it up by not taking an actual screen grab of a single frame?.. we'll see.
EDIT: doesn't seem to matter what I run, I get the same jitter you get.. odd, didn't used to have that.
