I literally can't even patch today because there is nowhere to agree to the new Terms of Use that pops up with this one. I've scrolled all the way to the bottom, searched the entire thing; even changed my resolution to make sure something wasn't getting cut off.

So the "Agree" button doesn't activate when you scroll to the bottom? Or are you not even seeing the agree button?

Also, I'll ask this early (hopefully catch you before you post a response to my first post): have you changed the DPI setting in Windows?

It was not there at all. As in, the bottom edge of the window was somehow cut off even when I moved the window into such a position where I could see the bottom.

I finally found a resolution where it showed up.

Apparently it is getting cut off on lower resolutions; although I appear to be the only one who has had this problem so far.

Yes, might have affected it as well; using a HDTV as a monitor.
Thanks.

Thank you very much for this information. Didn't realize this would be a problem (the TOU form is just a little bigger than the patcher itself). It will be fixed in the next patcher update. Unfortunately, if the patcher doesn't fit, this will be a much harder problem to solve. So I'm hoping it was just the TOU form...

Well, the Terms of Use form is about 650 pixels in height. If you've got a DPI multiplier turned on, then it will obviously be that much bigger.

If you've got the DPI set to 150% or more, then go for a resolution that's at least 1000 pixels in height. If it's in between 100 and 150%, then find a nice in-between value (for 125%, go for around 820 pixels or more).

Or, if you can't set a resolution high enough, then just set the DPI to 100%, do the patch, then set it back to your comfortable value.

The next patcher iteration (likely coming in a small patcher update in a week or two) will set the ToU form to around the same size as the patcher form. It's not all that much smaller, but hopefully it's small enough. I'd be very worried if it's not, since shrinking down the patcher form would be a much more difficult task.
