The developers should NERF LRM Boating, not LRM's. We want to encourage throwing in ONE LRM 15 and Discourage launching 80 missiles once.
The big problem with making LRM's too powerful, is that people boat them. So now LRM's are nerfed to the point that unless you have four LRM 15's w/ Artemis, they're a waste of space and weight.
The weakness in nerfing LRM's to this degree, is that it used to be fun to augment your mech with ONE LRM 15. To balance things out, LRM damage should be increased, the spread increased, AND the delay in firing an LRM 15 out of a 6 tube slot should be heavily increased. Right now, you can put 4 LRM 20's on a Stalker, shooting 80 missiles with minimal delay due to the # of tubes. However, this build would be heavily nerfed if the delay of shooting 20 LRMs out of 6 tubes was significantly increased.

IMO LRMs are working as they should. I pilot light/medium mechs and even w/o ECM or AMS I'm able to avoid inc LRMs through use of cover or lateral movement. I understand that some players will have a problem doing the same because of role, etc. but there are defenses against LRMs. A team with decent ECM cover is going to make that 4 LRM Stalker look like a pretty bad choice.

That's the point of the fire support 'mechs. They trade off direct fire, short range weaponry for long range, indirect fire.
It's a valid strategy and playstyle. Limiting the number of missile weapons a 'mech can carry for the sake of limiting the number of missile weapons a 'mech can carry or for the sake of a single player's playstyle, is counterproductive.

the fix for boating now as it has always been is teamwork. it is a valid playstyle
