I bought my first Cicada a couple of days ago.
Honestly, take the 3M for the ECM.
I mostly drive a lot of lights and I felt that survivability has taken a hit after ballistic state rewind (Cicada is technically a medium but really is an honorary light!)
ECM seemed to give that edge back.
Be aware that because of variant tweaks the 3M is less manouverable than the other variants though.
A great thing about the 3M if you are new to the game is that it comes with a nice XL engine. Yes it is more expensive to start with, but you can use this engine to level up the other variants!
Not only that but it comes with double heat sink out of the box, so it's actually pretty good value.
I liked the 3M so much I am going to take the plunge and buy two more variants to master the chassis.

General tip: Never load a Cicada with anything more than a 300XL. Preferably drop a 300XL in. The engine weight ticks up after it, so a Cicada with a larger engine loses its extra tonnage advantage to the Jenner.
3M: Generally the best Cicada, carries the all-powerful ECM. My favorite - loaded with 4 MPLs. However, I'm considering switching it back to my 2PPC configuration due to the current extreme power of those weapons.
2A: All lasers, all the time. I load it with 6 MLs. Garth's favorite.
2B: One less energy hardpoint than the 2A, get to put some in the arms. I'd say get the 2A or 2B, as together they play quite similarly.
3C: A variant that gives you an acute understanding of the inadequacies of the machine gun. Avoid.
X-5: Before the missile fix, this was my favorite Cicada. Since then, it really doesn't hit very hard. I'd save your money and decide to get it only if you have the money, you've decided you like Cicadas, and missiles have been properly fixed (current ETA: May).

Sorry, that was my alt 2A build, not 3M. Well, original 2A build.
I opted for a 330 over a 300, eventually, because I went from 19 DHS with three in the arms and in danger of loss, versus a 15~% boost in speed, turning, acceleration, deceleration, for the loss of 3 DHS. It's a balancing act, and in the end comes down to how you play, really.
Though you won't be escaping any fights vs. Lights with a 300XL, keep that in mind.
